I joined a game that's on day 40, and all of my troops should have been already upgraded and researched, but I had no units. Could this possibly be an error?

not if the AI didn't do the research.

Since the AI shake up I joined a day 20 and my AI's didn't build a single barracks and with no build spaces the manpower was pitifully low That is a bug They should require AI's to at least do both at least 50% of starting core properties and don't mean both in same city.
