Every province has a number of available building slots. The higher the province level, the more building slots you get.

In the screenshots below you can see the difference, the upper one has a building slot left while the lower one has no building slots left and i'll need to upgrade the province lvl before gaining a new one. When hovering with your mouse over the slot it tells you when the next slots becomes available
