I am trying to play a round with a friend. I joined into a new country on Day 7. Even though it is my second game, the tutorial came up. In the tutorial, you have to build barracks. that's the problem. The province that it wants barracks in is full and can't have a new building. Help me!

To build a building in a full province will just require you to first build the province to a larger size.
Build administrators, and send to the province. When the admin arrives, then improve the size of the province. If the province is already as large as your research will allow, then you will want to do that research as soon as you can.
Improving your province size is a necessary thing to do in the game, and something that improves the income, production of resources, and the manpower rate for that province. -
What's your gameID#, at the very top?
Normally you go to your capital in production should be a list of civilians and choose to build 1 administrator. Then move admin to province in question and raise the level of province to gain a building slot, then build barracks. might take you 2 days to do it, or just a day. don't know. If you have done all this then we will need game #, cause somethings wrong. -
I was told you should be able to tap the screen and quit tutorial. It won't end your game just the tutorial mode.
